Wow. Seems very strong. Reminds me of Venser, Shaper Savant or Cryptic Command. And OK, those gave you a 2/2 or a cantrip as well, but still. This could certainly cost {2}{u}{u}. Getting this much of an upgrade on Cancel for no net increase in cost is quite spicy for common.
