Annoying twiddle of templating: unlike the rest of its cycle, this has X targets. So while the rest of the cycle don't really care if X changes between casting and resolution, this really does. The solution on cards like Aether Burst was to use the unpleasant phrase "where X is the number of [whatever] as you cast CARDNAME."

Mmm, good catch. The Aether Burst template is pretty ugly, so I've made this functional change for now. The blue uncommon might just change entirely at some point, since Icy Blast variants don't necessarily lead to fun gameplay.
