FWIW I'd say this is most of Distress, so pretty squarely 2 mana. The exile is relevant too; Castigate is pretty good. I think this is probably okay at 2 mana, but it definitely shouldn't be considered for 1 mana.

Got it. Not a one mana effect. Should I remove the milling bonus though?
