Ooh. Evil mechanic. But it's very in-flavour for Azorius, and if any colours are going to do taxing as a keyword mechanic it'll be white and blue. Sensible to also restrict it so it's not all their stuff that's made more expensive too. This will only make people unable to cast spells at all if they've not hit 4 mana yet. So... yeah, if any taxing mechanic is ever made a keyword mechanic it'll be one like this.
