Players can't phase out. That's a property of permanents on the battlefield. Are you trying to do something like teferi's protection?
Not sure, as mentioned in the set description this is me trying to rebalance (And actually fix / correct) what a friend spat out in some card maker set. The cards have actually had about 4-5 passes already, with a LOT of rules and templating adjustments.
I suspect it should be something like Teferi's Protection, but the entire set is top down based upon the Xenogears games, so some adjusting will also be done to make the cards work within both universes.
