This card just doesn't feel like a rare at all. It's really weak, its a 3 mana do nothing artifact that takes 3 more mana to net 1 land, tapped if its nonbasic.
I was basing the costs on Journeyer's Kite/Thaumatic Compass. The activation costs
more because it can put the land into play. I think rare is fine because it can pull all the land out of your deck in a long game, though I could see moving it to uncommon.
the problem with those comparisons is you don't show your entire deck to your opponent, and compass also does something actually good. I don't think kite would be printed at rare today.
