This having no way to generate nor sacrifice Statues (though I assume statues have a sac ability by default), the effect seems niche, not especially powerful, and parasitic. Looks like an uncommon to me as far as rarity goes... well, legendary supertype is pushing it a bit there but I don't see this being one as necessary.
