What this is is unlimited sacrifice fodder...it probably shouldn't exist at all in its current form.
Why? Although it doesn't do much, UR has few was to meaningfully interact with it. This should also be an uncommon.

Could we make this a 1 drop Elf? That would be exciting for many formats (and a way to totally sell the deck :P)
I don't see a lot of graveyard interaction outside of a few cards that raise dead artifacts. The deck is a control deck with heavy artifact synergy. It needs a steady supply of artifacts to Kelli that control following. This is designed to refuel the deck if it can't get the dragon out.
The idea, as has been reiterated, is that this deck represents a larger set.
No, but attempting to design this with a greater set in mind is a noble goal.
That said, an argument could be made that the hypothetical reengineer artifact would play exactly like a sorcery anyways since there would be very little advantage not to just reengineer the artifact with the ability itself. Also there would be concerns of abuse with recursion in an artifact heavy set like this would be in.
Or dies? Sacking an artifact to play a 1/1 and to draw 1 card at uncommon isn't exactly my cup of tea. This feels more like a common as is. A weird cycling from play common.

Why are we shooting for a land that could go in either deck? That's not usually a feature of duel decks.
As is this card seems fine for Science. Only possible adjustment is that we might want to make the ability cost 4, but I'd be willing/happy to test it as designed.

No, Doombringer is right. This card was always a mess. Attacking five times with a creature that is 3/3 and growing, then sacrificing 5 power to pray once?
There is no greater set, is there?
I'm not a fan of this card. The emerging theme of the deck seems to be "play artifacts, sacrifice artifacts, exploit that you have artifacts in the graveyard" - this works contrair to the last step.
We could always decide that we prefer recycling artifacts, but we should choose one and focus on it rather than go halfway on both ideas.
Also "tucking" your own artifact cards is not of interest to most decks and not a splashy benefit. I vote to remove this card.
