I assume this was meant to be "Creatures [you control?] can't have -1/-1 counters placed on them this turn", like a temporary Melira, Sylvok Outcast.
So yes, they could have -2/-2 counters placed on them if you use one of the strange old cards that does that.
What about -2/-2 until end of turn?
It doesn't actually work at the moment. I'd suggest you word it like modular: "When enchanted creature dies, you may put a -1/-1 counter on target creature for each -1/-1 counter on enchanted creature."
I assume the first sentence is supposed to be a oneoff? "When ~ ETBs, put a -1/-1 counter on enchanted creature"?
Not sure if I could've just used X to avoid this wonky way the ability works (which makes it a little more complex).
Nantuko Disciple says this can be a tiny bit bigger, but it probably also needs to be uncommon these days, as this is quite the onboard trick.

Doing a hydra in a set without +1/+1 counters is pretty hard.
Since dragons are iconic and in nearly every set I figured I'd include one. I had rare
slots open so I figured I'd make a dragon there to spice things up from typical monocolor dragons. I didn't want to make something with an Izzet feel, so I was ended up taking inspiration from Morphling. The third ability is probably a violation of the color pie, but I really wanted symmetry off of the fire breathing.
