Given the card you referenced would this be better stronger than the common? Say a 3/3?

Ok I'll change it to uncommon. Even if it is for an isolated game environment I'd like it to be as close to printable as possible.
At no cost is this card a suitable common.
I mean, sure - do as you like. If you're making preconstructed decks then rarity doesn't matter one tiny little jot.
But I'm pretty sure as an actual released card development would come down like a tonne of goblins and demand this be made at least uncommon.
Fair enough. I don't play magic other than causally. These custom cards if they are every played will be from mock boosters and 40 prebuilt deck of the players choice. So two questions? 1. What else would the card base need in other colors for this card to be ok. B. What should the cost be then to keep it at common?
Nomads' Assembly is even better than that; the rebounded cast will give you twice as many counters as the first casting (assuming nothing died in between) - so it's more like 3 on the first cast and 6 on the second for a total of 9.
But note that white is better at making armies of small creatures than red is.
But again, it's not really power level we're complaining about here.
So I did a search, to check what they've done with rebound since all the other cards that make tokens due it all at once. I found Nomads' Assembly to guide the design and wow, for six it can and should make 5-6+ tokens. That's at rare. This card will be part of a loose cycle for a tribal set with rebound. GU03 is tagged for the same setting. I don't have ones for the other colors yet.
It's simple enough to be common. It might even be low enough power to be common.
But it's splashy as hell; and my guess is that making this common would be draft warping. At uncommon it's an interesting "Ok; I'm going to do goblin or token tribal I guess" pick; at common it's "Ok, so half my opponents have this card... and might be running six of it."
I... don't think that helps. You're still getting 4 tokens from one card, and all 4+ token-makers have been uncommon or higher. Many 3-token-makers are uncommon too - Hunting Triad and Even the Odds are simple enough for common, but powerful enough that their sets are better with them at uncommon.
This set is currently an open ended design file. All manner of cards will be going in here, and many will not belong in the same setting as others in the set. Again this set is not to be looked at as a whole.
I am in the process of naming most of the cards in this file for easier review.
To keep this at common I'll be changing it to sorcery.
