Timing doesn't work very well here. Creatures don't die until after spells are finished resolving. And the creature might not die until much later in the turn.
May I suggest:
> ~ deals 1 damage to target artifact creature. When that creature dies this turn, ~ deals 1 damage to each other creature.
Amuseum'S right. This, unlike Ophidian Eye, can be used as removal.
seems more like green removal for power > 3.

Green gets this ability on its creatures all the time. I get the argument you're making, Sorrow, but you might be overdoing it. You're relating the Ophidian ability to the way white and blue parcel out flying. Blue and White share being best at having good small fliers, but blue is best at granting flying. That doesn't normally mean that White needs to pay a premium to grant flying, though. It just means that white cards that supply flying often supply something else as well (like on Asha's Favor). Maybe the correct response is to let the spell be a little bigger and grant a p/t boost?
No, being based on a creature's power is enough to make it green. For example, Hunter's Insight or Soul's Majesty.
Ophidian Eye and Curiosity are blue. Blue doing this at common is no big deal. I felt like the cost of damage prevention turned this card green, and an ability that wouldn't be common in the color.
Yeah. Given Ophidian Eye and Curiosity, this definitely doesn't need to prevent the damage (and also doesn't need to be rare).
You could probably get away with "Whenever enchanted deals 3 or more combat damage to a player, you may draw a card." at the same cost.
