I was just doing that because we wanted to represent each character's Surges through their two abilities. We don't really see Dalinar using his surges much, but he still has them. Same with Ym's second surge, we don't even know what it is.

Idea... a cycle of rares that fit both enemy-color archetypes of that color? (i.e. this fits artifacts and is enabled by counters)

I know randomness isn't really a thing for blue, but the nature of the character means it has to be random both ways.
