this is a very powerful card
It's certainly not weak. Plenty of levers to tweak during development though

less flippant way of saying this: i'm deliberately trying to create complex board states with this set, it's kind of the idea. agree that NWO sets wouldn't do this, but i don't see why i need to adhere to that given my audience
I don't know if you're intending this set for draft, or only other forms of play like casual constructed. If this is intended for draft, you may find that this has more problems than NWO. Multiples of this could lead to very stalled board states. Orim, Samite Healer was a rare.
