When it says "You can only control one Birtsign at a time" what does it exactly mean? If some card forces you to put another birthsign onto the battlefield, what is supposed happen? Is it just supposed to stay where it is? Is the one of the buried ala legendary rule?
I think the second ability would be easier to mentally keep track of if the card entered with a star counter and then the cost would be to remove that counter instead of the other way around it currently is.
Regardless, I like the concept and design.

Here's one (bad) idea I came up with:

Could be a world enchanmtent. :) I like the flavor for this leyline variant.
