This is really fiddly and hard to understand.
So I think this is a spell with two targets? The first of which gains double strike if it's aggressively statted, and the second of which can't block if it's defensively statted?
It's supposed to be one creature and depending on that creature's power-toughness ratio determines the effect.
Okay. Then I'd suggest:
> If target creature's power is greater than its toughness, that creature gains double strike UEOT. If that creature's toughness is greater than its power, it can't block this turn.
I note that using this in the "can't block" mode, as well as being painfully overcosted (cf Order // Chaos or Nightbird's Clutches), also runs the risk of the opponent using, I don't know, Enrage on it in response to make this spell grant it double strike instead.
