You know, it's quite possible that Honden of Seeing Winds isn't powerful enough nowadays (even if it was seen in a number of serious tournament decks in 2005), but this is a pretty big punch in the face to that Honden. I don't know, though. I can never figure out where the line is supposed to be drawn. I would say, though, that Staff of Nin at least implies this is a rare... power-level wise.
