This needs to work better with Saphira - how though?
How about you make the last ability "~ gets +1/+1 for each creature you control that's a Dragon or Rider."? The rider ability means the ability is shared with the Dragon Kira, Rider of Saphira rides, so they both get pumped.
It would be a bit redundant with the first ability, so you could remove that.
To make the combination with Saphira Brightscale more potent you could give that card an ability that scales with power e. g. "Whenever ~ attacks, you may pay
. If you do, it fights target creature." That would also give the card a chance to use its protection from red more often.
