Yes, it's modular. It's funny, because that almost seems like it's too much information for a common, but, you know, there were plenty of commons that had modular. I guess the commons in darksteel only had keywords and reminder text, but I assume this isn't too hard to swallow.

Originally, this card had modular for cards with the same name... but that requires +1/+1 counters, and this set doesn't use those counters. Funny how I forgot that. Hopefully, counting up the number of exiled Preservers isn't broken... especially considering that you need 3 exiled copies for this card to start showing value.

Seems a fine approach to a Relentless Rats. Possibly a bit too similar to the first one.

Congratulations, John-Michael... you just reinvented Groffskithur to help solve your mana curve issues. Hmm... was a 4/2 for six... but this needs to deal less to your opponent for the ability to be relevant. 1/6 for five might be okay. Let's do that.
