Quest is enchantment subtype and uses vertical frame.

Level counters are gained after specified trigger.

Quests have additional abilities. First ability is active with at least one level counter. Second ability becomes active after specified level counters. At this point, both abilities are active.

Why is the order of trigger condition and effect inverted?

because that how mechanics templating works. the mechanic's static part is frontloaded, then dynamic part outside of and after mechanic syntax (or brackets on this site). more consistent and well-patterned across all Quests.
