If I don't know which half I'm casting, how do I know whether I can cast it onto an empty stack?

If the first half doesn't have valid targets, you can't cast it. So presumably if you cast it onto an empty stack and no one responds, you're forced to pick the second half. Either that, or you can pick the first half and let it fizzle, I'm not sure.

Alternatively, I could change the second half to something like "Target spell. If a spell was targeted this way, draw two cards." That would make it so that you choose the target on casting either way and wouldn't be able to cast it onto an empty stack, bypassing the question entirely.

Ultimately, this card suffers a bit from me coming up with the "Con-Fuse" keyword and struggling to come up with a pair of effects where choosing the effect upon resolution is meaningfully different from choosing the effect on cast. There's actually not that much you can do with a mechanic like that.

The "normal" fix for casting a target when you don't have targets for it is to rewind the casting. Effectively you can just shortcut to casting Mind when the stack is empty
