Hmm. Red probably can get a 5/4 defender for 4 mana. It'll have a notable influence in Limited, though. This is a little better than that. Are you going for a Rise of the Eldrazi style slow/defensive format?
This removes most of the tactical interest from Outlast, though. It's a simple "can I safely attack this turn? If not, then I get an awesome blocker and to keep increasing in size each turn until I can attack". Outlast was less good, but that made for more interesting gameplay.

I agree with Link. It'd confuse people any time there was something like a Norn's Annex.

Hmm. I wonder how this wording works under the rules. It might be simpler to say "if this didn't ETB or attack this turn."
