Its a simple creature with an evasion ability. Eager Cadet got an upgrade. Flying Men and Tormented Soul are glad to have this lil' guy in their ranks. Also, it's not hosing any more than creatures with hexproof. Or Shadow. Or Horsemanship. Chill or Flashfires or Boil. Now that's hosing.
And how does the mighty lion stalk his prey? A lion with plainswalk might make more sense, but with this guy I imagine speed and grace, not stealth.

It's an uncommon in Vintage Masters. It was rare in its original printing, in a dual deck, and in a Commander set.
If you want to make up your own mechanical identity, fine. That's not really Magic, so I won't be able to help. If you actually want to make something that resembles a potential future set, you need to match the actual color pie, which has years of settling into its current form.
If you want this card to exist within the color pie, make it do something blue is allowed to do. For example,
: "Creatures target player controls get -X/-0 UEOT", or 
: "End the phase. Cast only during combat."
That's just an argument for power creep. Spells were too powerful and creatures were too weak. The correct response was to reduce the power of spells and increase the power of creature. Just making everything more powerful will make the game degenerate.
In this case, the drawback seems good. Rituals can lead to really swingy advantages, but requiring a creature to be out shows you down nicely.
