I'm considering making this card mono white... thoughts?
Hee, keywording the Wiitigo mechanic. Looks reasonable for Gruul.
Ooh. Evil mechanic. But it's very in-flavour for Azorius, and if any colours are going to do taxing as a keyword mechanic it'll be white and blue. Sensible to also restrict it so it's not all their stuff that's made more expensive too. This will only make people unable to cast spells at all if they've not hit 4 mana yet. So... yeah, if any taxing mechanic is ever made a keyword mechanic it'll be one like this.

Right, yes. Link's right. If this has a +1/+1 counter on it and an Oakenform, it'll still be giving the abilities to creatures with power 3, not 7. It's the reason that all Alara-block "power 5 or greater" cards (Mosstodon and so on) were activated or triggered rather than static abilities.
This would also work if it were an activated or triggered ability, so you could do, say:
: Choose reach, trample, lifelink or vigilance. Creatures you control with power equal to ~'s power gain that ability UEOT.
I'm not sure this works under Magic's layer system, since effects that apply abilities come before effects that affect power and toughness... I'm tired, though, and maybe I'm thinking about this the wrong way. I think it doesn't work for the same reason you can't have a card that says "Creatures you control with first strike are red," or "Enchant creature; You control enchanted creature as long as it's green." Both of those require something in an earlier layer to check on something in a later layer, which is what this does, too.
