That's a good point, what does happen if the dragon disappears? I think it's flavoursome that you can't get another dragon; in the book you are magically and telepathically bonded to your dragon. It's a once-in-a-lifetime thing. And if you never find the right dragon for you then you just don't get one. Therefore I should probably leave it as it is.
It seems like "Soulbond", but for Dragons. That's really neat! I like the idea of having a kindred-based joining condition.
Let's say I have this card out, but no Dragons, or the Dragon this card is 'riding' leaves the battlefield. Is there a mechanism for them to start riding a new Dragon? Is it intentional that they cannot?
I like the abilities that they share; putting a counter on them is a great and simple ability to share. The tapping for giving hexproof is pretty neat; it provides a timing window for opponents to put a second round of interaction, it has a shields-down moment, and if your dragon buddy doesn't have summoning sickness it gives you a play decision of either holding them back in case the hexproof would help or swinging in.
Let's say I scry 5. How do I prove to my opponent that one of the cards I saw was an Instant or Sorcery? I can't put the cards to the top unless that's the case, perhaps it needs a "reveal" clause?
