Designing common organizations is HARD. I guess it could just loot or scry, instead.
That first ability is really worrisome rules-wise. It should target, so you can't activate it while paying for another artifact.

This is pretty high complexity at common - As long as you control two untapped creatures every spell card from your graveyard could potentially be flashed back
Because this only activates at sorcery speed, it’s significantly weakened. This is more similar to War of the Spark’s Chainwhip Cyclops. See also Arena Athlete and Gilded Cerodon. Because of the timing restrictions this effect would rarely be used for other purposes. Additionally, since the only way to activate this is to tap two of your potential attackers, I hardly see it as problematic.
Also; since you can only activate the ability once per turn, this taps at most two creatures in a given turn, so while generating a horde of tokens is incentivized by this, doing so does not make it any more powerful.
"Doubled activation cost." of . I love the skim-read effect that gives. "Yeah, tap it twice. If you can manage that..."
Anyway - cost doesn't really matter. The effect is a big fat double red-flag for nwo. 1: Tap down multiple things. 2: Repeatably. Very much not a common.

Yeah, I originally had this as a 3 drop.
While X is red-flagged for common, giving "a number of -1/-1 counters equal to" is not. Something to think about. Obv, if you chose to not use -1/-1 counters in this set, then what I said was meaningless...
Incentive on this card seems a bit demanding. A 3/2 for doesn't seem good. You really need to push treasures for Incentive to work- which you do seem to be doing. Since Incentive is optional, I think you may want to give a better body to CMC ratio. Also -X/-X is red-flagged for common (although I'm not the biggest fan of forcing commons to be simple).
