Yes it seems a fair tradeoff.
You're right, it's a bit of a card just to be there really, I.E. one I wouldn't likely ever play but thematically makes sense with the set. As pushed as some of my designs are, even I hold my breath and design a janky common sometimes :P

Unbound isn't really showing off here. It's the "Cycle to have a card but be vanilla" that's pulling the weight. Any other keyword would work (and better, because how useful is pseudo-vigilance on a 1/1 with no tap ability?)

Not exactly a meaningful mix, though I wouldn't know what would be more meaningful than the blue creaure you suggested.

I agree that this is cleaner without discovery - it's definitely an overused mechanic in the original set's cards - forced onto cards that were fine without it.
It's questionable whether the front side should have haste, but a 3/3 with (basically) vigilance and haste for three seems a lot - and that doesn't even include the ability to return transformed.
I think 2/2 with haste vs. 3/3 without haste (on the front face) is about on the spot for this.

A more straight forward rendition of what I was trying to do with Surging Elemental. Not sure if it's safe to bring it up to 3/3 with haste.
