? It's also still different in that it's only trigger by your own cycling and discard, and not any opponents.
The mana cost in the triggered ability of Lightning Rift is actually a security valve that I'd rather not remove. Cycling fuels itself too well.

That is indeed my only real worry about some of the cycling enabled cards in general, if there's some possible way to exploit them that would get too OP.
I was thinking of cards like Pure Intentions and Enduring Renewal as precedents for white sort of being able to do this shennanigans, though the former is more based on your opponent making you discard and a sort of anti-black card, and you're right that it is color-bending at the least.
Perhaps it would be better/safer as a blue card.
Gosh. This sorta turns cycling into splice. Very potent.
The anti-discard bit just feels like "Oh, black makes me discard, so white can combat that". I don't have an issue with that at all, it's kinda niche, this is a rare; and maybe you can find some ridiculous "I have 50 cards in my hand" combo with it. Cool.
Strengthening cycling that way is an interesting side effect. This certainly seems like it'll define a specific deck. Is it too good? Should it be a different colour? Bizzarely - maybe not. Cycling appears to be primary white (though it's close - iot's pretty evenly spread over all the colours). So... a boost for a mechanic you do in your colour? I can see it.
But I'd certainly be slightly worried about this maybe making a "Cycle this one spell every turn, preferably 4 times a turn" deck rather too good. Repeatability is a pain.
This seems like a color break to me since it usually translates to something like Treasure Trove+ in white. Very limited card draw is like white's only weakness.

Pretty much, but it doesn't count your opponents cycling, adds discard, and doesn't require payment of mana for the ability, while costing 1 more itself. It's meant to be a cycling-enabler. I think it feels balanced enough for
