Feels narrow. How many spells are you gonna share outside the mirror? It would be hilarious if this was really cheap or a leyline so it sometimes would counter a Sol Ring, but then again... you have to pay the cost, so who is going to keep their mana open for the off chance the opponent has casting a spell of the same name in mind?

Doesn't need the "as if it had flash".

It's troubling to see the option to put a spell ability on a permanent spell.

I feel this kind of effect would best be served in a more straightforward form: Dominant Arcana.

Maybe instead of the straight Leyline of Anticipation you could have "You may cast spells as though they had flash if they share a name with a spell an opponent controls. When you do, counter the opponent's spell."

None of the cards linked in this chain actually explains what an explosion counter is and why you would want it bad enough to play this card.

Playing this end of turn seems like a minor drawback compared to actually having to discard a card (as on one of the other cards). Avoiding 1-toughness creatures is a minor ask.
