This is going to sound self-serving, but I don t really see a problem here at all. The Scuttlebutt has Mindstrike, meaning it will never deal "real" combat damage to a player. The mechanic is not unlike Poison in that it creates an effective "separate life total, but in this case that new life total is generally in the 32-52 range. Mindstrike needs a few cards that make it a legitimate threat as a LImited format strategy, and this is one of them.
I've considered using a different trigger for putting the counters on it, but the current configuration is about as simple and clean as it gets, and is easy for an opponent to anticipate.
I agree; that ability looks rare to me. Raging Ravine is the only card that springs to mind with it.
Yeah, that's a bit more critter growth than green usually gets, black normally needs at least "I ate something" as a trigger for it.
Is a 3/3 for 2 mana in B a good fit at uncommon? This becomes huge rather quickly and out of the range of most removal.
I like this new take – and the name – quite a bit. I'll make the adjustment when I have a few more minutes.
Signal Chaff definitely sounds more appropriate than Short Circuit, though I also feel that that would be better suited to a scaled counterspell, rather than one than gets cheaper. For example:

The idea of blue wizards in Soradyne countering spells through mechanical interference is very flavorful and interesting regardless of how you approach this particular card though. Definitely something that I could see being explored on a Counterbalance variant or a new Ertai, Wizard Adept.
It's not a bad thought (as I said, the flavor text helps) but a short circuit only happens to a thing that already exists. Thus, it would be better suited to a red card, from a naming convention.
Signal Jammer suggests a noun and this needs to be a verb. Generate Interference morphs into White Noise pretty easily but maybe better: Signal Chaff (which is a little Metal Gear but what the hell.)
I guess my thought was that a wizard capable of making tech could intentionally short it out as well. Signal Jammer, maybe? (Or, conversely, Jam Signals.) Generate Interference?
Maybe something like "Inside Man"? I want to be able to show some degree of actual thematic tie to the Soradyne R&D wizards, but I completely see your point that he also plays to Foehr's dirt-diggers as well.
Again, the name feels awkward to me: maybe Theurgist Charm?
If this is going to look at any player's library, then perhaps a spy name would be better; Soradyne Spook or Information Fence or something. If this just is the player's library, that name suits perfectly.
Unsure how an equipment or aura would relate to a short circuit. Flavor text helps but maybe something like 'Simple Bypass' might be better with that flavor text? The name relates to the flavor text which then ties into the spell's ability.
I like this name but I think the effect would be more flavorful if you could scry 1 on your opponent's library instead.
The name of this card should probably be 'Refile'. For funsies, I'd go with Reduce, Reuse, Refile.
Should this be a one time effect instead of a one turn? That is, is U too cheap to be able to play every Aura in your hand as an instant, or should it be U, you may play an Aura in your hand as an instant?
I want to go with something else here, like Backup Forces. This sorcery causes creatures to exist: Draw Support seems more like a guidance action-target tapped creature may be allowed to block this turn-kind of thing.
Maybe Vigor Booster would read better: this title is feeling a little 'non-product' to me.
How does being an Advocate relate to auras, equipment and lifegain?
I read this character is an Enhancement Safety Inspector, pinging the products, making sure they are ready for the troops. QA, if you will.
Also, keep it at Aura, so that non-creature based Auras get some love.
Refute is, I think, better used on countermagic or, perhaps, a 'put target permanent/spell X from top' effect. Most commonly associated with legal/verbal arguments, the setting coupled with this effect suggests something more proactive, I think; Rebuff, Flash Barrier; something to suggest an action or product used might feel better.
Possibly renamed to 'Suppressing Fire'?
Perfect flavor, though it's too bad hexproof isn't called "camouflage". Also, too bad hexproof is an abominable keyword. (Damn you, Invisible Stalker!)
While it's not really appropriate for common, you might want to consider Protection from Creatures as another on-flavor ability option.
