YEs, my take on this was to make a balanced lotus cobra, that was actually a green card, and didn't splash in every deck.

At the moment it can't be reminder text, because neither ability would trigger. But it could do if you change the wording to say "If you control at least as many Islands as Mountains, put a 2/2 blue Drake... If you control at least as many Mountains as Islands, put a 2/2 red Drake... (If you control the same number, do both.)"

Owch. Two draw-step denials is as bad as Plow Under. That was a notoriously frustrating card to play against. It's also a perfectly legitimate ability; just be aware that a lot of people will groan unhappily when they see this appear across the table.

Probably doesn't have to be quite so expensive. This is basically Fling as a sorcery, but gaining you life as well. The lifegain is worth +1 mana and probably sorcery speed as well, but I think 3 would be fine. ...Hm, in fact, Wizards think it's worth the sorcery speed downgrade but not the +1 mana: Rite of Consumption.
