There needs to be a crap ton of discard/mill cards for this to make sense at common.
I'm fairly certain that some would argue that's it's too weird/unintuitive/unwieldy to be a common card and I can't say I would disagree with that assessment.
It compares somewhat to Squee, Goblin Nabob and Narcomoeba both of which are considered quite strong.

I do consider rarities. The idea is to have 3 or 4 of each common, 2 of each uncommon, and 1 of each rare/mythic in the cube.

Good points. This will be moved to uncommon. And there are definitely plans to have a good amount of enablers.
