In what way? You might be right, I'm just curious as to what specifically you mean.
Well, how often will you actually come across two copies of the same card? You might not even have two copies in draft. In constructed, assuming you use 4 copies, you'll have one copy every 15 cards, which means you'll, on average, only get the second copy on turn 8 or 9. At that point, the game would be pretty much finished, if it wasn't already. The only exception is basic lands, which I suppose would work. Slight flavor break at that point, as Shallan is far more than just a landscape artist.
This would work well with Relentless Rats and that other card with that ability. It's so niche, though, that it should likely be rare. And it might want reduced costs.
