The first line should probably say "The planeswalker uniqueness rule doesn't apply to ~."
Also, for the -4, this effect commonly includes the clause, "You may choose new targets for the copy." Otherwise, the copied spell will target the same thing (which could result in lots of fizzles, like double-targeting a Swords to Plowshares... first one resolves, target's exiled, second one has no valid target).
Is it intended that you can reset the 'walkers counters to 5 by using that +1 on itself?
No, I'll fix that. I'll let two copies reset each other, but a single won't.
For what it's worth, I meant for this (unfinished) block to only have five planeswalkers, but I ended up making six, so Anthwa is on the chopping block if I ever redo the block.
