Eek! No! This is one of the Things that Shouldn't Be Done, according to Maro, and I heartily agree with him. Magic as a whole needs to avoid cards that retrieve other cards from exile, to preserve the "sanctity" of exile and keep it from being "another graveyard." (Obviously things that use exile as "storage" for their own abilities are find, like Banisher Priest.)
The thing is that Exile is still a "revealed" zone, it is "known".
Shuffling cards from exile into its owners library is the ultimate form of removal, both mechanically in this set and flavorfully, as not only is the body gone (from the graveyard), the memory of it ever being cast (existing) is completely removed.

I wanted something that basically "resets" all the manipulation done by the people in this plane (who are very knowledgeable about the nature of Magic and the Multiverse and have been studying it for thousands of years)
