Strong. There hasn't been a tapper that doesn't cost mana at cheaper than 4 mana before (Sand Squid, Ballynock Trapper) except for Minister of Impediments. I'd play it.

Worth ntoing that there's been quite a few that can do it under some condition. Usually flyingness of the target, but there's also some that care about power or toughness. Flood, Matsu-Tribe Sniper But yeah, add a {w/2} to the tap cost to not be quite so remarkable. (And still be darn good)
