Problems with these:

  • It makes you do a lot physically for a common, especially if you have very few Merfolk or forgot that you don't have any remaining.
  • It is a very specific tutor effect. This doesn't belong in common.
  • If you have no Merfolk card revealed or it is the last one in your library, you are essentially free to reorder your library as you wish. This has happened with Recross the Paths in Legacy, but it's not everyday that you find no land card. Not finding a Merfolk in a green deck is much more plausible.

Suggestion: "Look at the top N cards of your library. You may reveal a Merfolk card from among them and put it into your hand. Put the rest on the bottom of your library in any order." where N is maybe 4 or 5.
