Huh. That's really weird. I guess in a big multiplayer where you figure more people will side with you than not, you might want to use it? And of course, you can make it "No worse than flat cast" by just not running any fliers or artifacts.

It's kind of a shame the 'may' is there. If they had to cast it, you could force bad situations. But that probably makes other cards more problematic.
