Where in this set do I have to go to find out why there's a common that allows you to shrink the toughness of your on creature as an entirely optional mode?

In this set it can also be used as evasion against creatures with P/T of X+1/X
Now grants Agility
If this is too strong as a cantrip, I’m going to want to remove that agility. The UB archetype is going to be drawing two cards a turn.
