We've been working hard to make the blue hard counter that's cheaper if your opponent controls an Island be fair at common, but I think the correct answer is to put it at Uncommon, and enable it with the hard counter in common. Chase removal spells are often at Uncommon, and it would be good company for cards like Putrefy and Remand without messing up the feel of limited.
Not an exciting card, it's true. But I want a flood counter on every casting cost, and this does the job. By now we've seen enough Cancel variants to know that this could cost . The only reason why I didn't drop its cost is to make it fit the skeleton better, but we can easily change that later.
