No, this works fine. Just like Spellstutter Sprite did. You can cast Tivadar of Thorn even if there are no Goblins on the field; this is no different.
Edit: Oh wait, this triggers when you cast it? Um, yeah, that's fiddly because it will try to counter itself, so I agree, "you may" would be sensible. Unless it's meant to be a drawback mechanic.
Probably ought to be optional; for those times where you really really just want a 1/1 flyer. Except, hmm, you still need a spell to target. Proper wording is likely fiddly.
If this were in white, it would be OP. As is, I think it's strong, but it needs a niche. Green has big creatures, but doesn't have the most, so this will often be redundant tech in limited. In constructed, it's good, but not over the top.
Hmm. Thran Weaponry was a lot more expensive. Admittedly that could turn on and off when you needed it... and it was probably also not a very good card... so maybe this is okay. Still looks somewhat pushed though.
