I like the idea of a top-down generic Ghost Story card. The execution IMO is lacking.

Wrong color. The effect wants to be blue.

Putting the card in hand wouldn't hurt either.

It's better to put the cards on the bottom of the library rather than shuffling all of it.

Interesting. I like cards that mess around with becoming the monarch, like this and Jared Carthalion. I don't think needs "you may" in the second ability, since you can never be the monarch

This would be sweet in an Isshin deck

Unless you're planning on making a huge number of cards here, it's preferred that you use the communal "miscellaneous" card set http://www.magicmultiverse.net/cardsets/74
