Based on Gaddock Teeg, but less punishing. Unsure if the first ability could still be too powerful, but it's less powerful than preventing the spell from being cast in the first place. Also note that the second ability applies to creature spells with X in the cost, unlike Gaddock Teeg.

Should the second ability be "land creatures you control" to prevent other use cases?
A sideboard card for more counterplay against Eldrazi Stompy/Tron strategies, for which there are very few reliable options.
Grafdigger's Cage as it should be - it also affects noncreature permanents in libraries.
The third ability forces players of unfair decks to play more safely around the permanent, similar to Rest in Peace. This can also provide incentive to remove the ward without destroying it, improving use cases for cards like Natural Obsolescence over traditional removal.
An Ensnaring Bridge fit for newer formats.

That's true - in the interest of making the card less confusing and cluttered (and reducing cases for abuse) it will no longer have subtype Treasure. Making it an artifact land is a bridge too far in my book.
I'm curious if any avenues of abuse come to mind for the first ability - I don't recall any cards that prevent opponents from making tokens and ramping opponents is a pretty steep price to pay for any color mana. That being said, it could be used with Karn, the Great Creator to great effect. However, the interaction doesn't seem too powerful to allow in the formats it would be available. If it is, I could add a restriction that the ability can only be activated on your turn.
