I think so. Both as a sense of it getting scarier, and also for flavorful progression. Counters -> damage (based on counters on lands maybe) -> animation

This can be abused by Proliferate, but that only appears in in this set.

Also, it can only be abused for one turn, before it would kill itself from the abuse at upkeep (unless you somehow kept manipulating it's counters)

For this set's format, this isn't busted.
