This is a bend since the means are unusual for black, but since the end is perfectly fine for black (which also is able to circumvent death triggers and indestructible by e. g. exiling the targeted creature) the card is fine.
This is a spell I could see being of interest to some sets though I don't recall any specific reason for it to be in this set.

It was something that I did consider at one point or another, but I think I ended up deciding that it's point would be made mute by Stirred by the Stars.
I don't know about flash, but how does hexproof compare?
's been getting pretty hefty creatures without drawbacks as of late. Bastion Inventor, Gearseeker Serpent, and Striped Riverwinder for example.
If you look through the set you see that the actually big threats you would want to stop from untapping are not Elves (Child of Melkor, Sapphire-Winged Herald, Valinorian Mûmak, etc). Most of the elves have 1 to 3 power, which the -3/-0 effect already covers over. So I wouldn't say that the limitation is minor at all.
Chanting is an issue, but perhaps more so on the fact that it's easy to forget you can also tap this when it's enchanting some dude an opponent controls - or even that Auras can be used to chant.
It also doesn't trigger cards such as Fire-Ridden End and Utopia Ambassador. I think it's novel card that I wouldn't recommend hand-waving away so indifferently. The effect gives weight and reason for the relatively high mana cost (since usually removal that costs the same amount or more mana than the card it removes is no good), but prevents it from being an automatic first-pick.
IMO that would give the impression that you could cast the exiled cards in the following combat as though they had flash... So should they? It would also make it a "do nothing" 6 CMC fattie which isn't really playable. Maybe haste then? Idk, the focus is starting to become diluted at that point.
I doubt I'll ever have noobish enough players to test whether any of these theories hold water. Still, IMO they aren't grievous to warrant changes so I'll be marking these comments as addressed for now. :/
Upkeep effects needs to be softer. Ie. Descent into Madness / Torment of Hailfire.

Hmm, somewhat of a gibber there. I mean; sometimes you want a 2/1 creature for 2. In those situations you cast it. Otherwise; everything has flash and there's nothing an opponent can do about it?
Unless you're running a lot of targeted discard? So I guess black has a few counters?
Seems like the makings of an interesting cycle. Keep it in hand for a safe constant effect, or play it for a body attached to it.
Not so sure about them supporting various archetypes though. Some of them might just want to be value creatures or more universal effects.
