"tap a creature" would technically be enough since
Quote from Comprehensive Rules
117.3. [...] A permanent that's already tapped can't be tapped to pay a cost.
covers this, but the template "tap an untapped creature" is well established on dozens of cards and serves as a soft reminder.
Since the work effort is increased only until end of turn, being able to increase it in different turns is not a problem any more than being able to activate Frilled Sandwalla both during your own and an opponent's turn.
Should "an untapped creature" just be "a creature"?
Is it intended that you can do this once in your turn, and then again in the opponents? Ignoring summoning sickness?
Since this doesn't necessarily kills the creature that blocks it, it has a number of cases where it would be better than Triton Shorestalker. This plus a sacrifice outlet, or a potential Zap would make any group attack frustrating... especially since the Anarchist can destroy creatures before damage is dealt.
But yeah, is still probably fine. Even with the tricks, there are going to be plenty of times that Typhoid Rats would have been the better option.
IMO it could cost just a single since in most cases it would function like a Triton Shorestalker. I don't know how I feel about creature destruction in though.
When we really think about it "destroy target blocking creature" in might make more sense than in . already has "destroy target attacking/blocked creature".
Actually, I've played with the idea of destroying blocking creatures in .
Ie. something like
> Cruelty (When this creature becomes blocked by a creature with lesser power, destroy that blocking creature.)
My original intent is that you get this back whenever your opponent blocks - eventually allowing you alternate between turns you get blocked and turns you don't.
That's why there is no "next". You are otherwise correct about the more modern template refering to the end step rather than end of turn.
Note that the random order is also created by shuffling. I generally like stuff like Commune with Dinosaurs where the numbers are guaranteed to be small enough that you can use "in any order".
If I cannot guarantee that (as in this case) I usually prefer a proper search since it is less wordy - unless the random aspect is a part of the design e. g. Polymorph.
In this case the tutoring is an attractive component of the card that can help you assemble a combo or find an answer card.
The two abilities encourage entirely different deck building and aren't easily exchangable - which does not mean either is better or worse.
> ": Reveal cards from the top of your library until you reveal an Elemental card. Put that card into your hand and the rest on the bottom of your library in a random order."
With 'unaimed' in its name I would expect this to choose its target at random, which actually is a quite commonly seen design / mechanic - though I personally find it questionable.
Could 'Line of Fire' work as a name here?
The amount of damage and the mana cost would really depend on the environment in question.

This is not Aggressive Mining where the effect stacks.

Line of Fire works well as a name.
I prefer to replace random choices with choices made by another player wherever it does not defeat the purpose of the design.

It's a nice concept I think, even if it's a bit wordy.
The name I just find unimaginative. Maybe something like 'Asserting ...' or 'Bear Down'?
Also, "At the beginning of the next end step, ... " ?
That's a lot of shuffling...
> "
: Reveal cards from the top of your library until you reveal an Elemental card. Put that card into your hand and the rest on the bottom of your library in a random order."
?
I would consider making the mana cost / body smaller and set an actual cost for the activation costs.
Ie.
> "
, Bury a creature card with CMC X or less exiled with ~: ..."
or perhaps
> "
: Look at the top X cards of your library. You may exile a creature card among them. Put the rest on the bottom of your library in a random order."
Also, it could be nicer if the card was exiled face down (and so that you could still look at it).

Looks like a mix between Lathnu Hellion / Arc Runner and Dwarven Patrol. If we take Regathan Firecat as a base, then this thing trades the ability to untap for haste.
I like it.

This might actually mark my transition to better modern design.

For the record: Taking my simplistic sense of humor into account that's probably a pun, not a typo.
