Yeah. That's actually a good mechanic to build a whole 'graveyard matters' block around. If there's ever a 'Return to Otaria' with lots of discarding, I'd suggest this.

Yeah, I have no idea what the rarities of any of these should be. If you want a booster equivalent, just click on the booster page, and select the option that says "15 random cards regardless of rarity."
