Hm. {w} and {u} can reanimate artifacts for 4 mana, certainly (Argivian Restoration, Refurbish). Can {b} {r} ? Prooobably, yes.

I assume there are going to be enough assemblable artifacts at common for the second mode here to make sense? At the moment the only Assembly costs I see are {1} or {2} , which makes paying 4 and a card to assemble two artifacts... somewhat inefficient.

Or is the idea here that you'll only ever use this for the Refurbish effect, but occasionally you'll get a free assembly or two out of the deal as well? I guess that's okay.

the order of the effects mean that you can recover an artifact and assemble it at the same time.
