This seems quite blue to me - or at least, not particularly red. With impulse draw, you lose the card that's exiled unless you play it within the given time frame. Here, you just end up drawing the card if you don't / can't cast the card. The initial ETB Peek effect reinforces the blue vibes.
That still seems like way more value than they'd give red in a normal set
Yeah but not by much I think. I based it off Arcane Encyclopedia
