It does not have a mana cost. It is unclear how that interacts with offering; as far as I can tell, it does not (and you cannot offer a creature with no mana cost to reduce the cost to {0}). Retrace also does not help; it does not get rid of the requirement to pay the mana cost. (The rules (107.4h and 118.7g) also seem to mean that a cost of {s} cannot be reduced by {s} to {0}, but I don't know if it is supposed to be like that or not.) (Tell me I am wrong.)
