A boosted firebreathing; and a really silly commander.
In exchange for a quarter of your commander-life, you get it in play without paying mana, and draw an extra card.
But then it'll go back AGAIN if you hit your opponent with it. Very strange.
But I think, from this, I get red's form of evasion. "I want to set you on fire. Can I set you on fire? Please?" .. well, there's my flavour text.
Is that last ability supposed to be Betrayal? Took me a second to realize that this was intentional.

My intention is "If you don't block, I'll give you a card. Go on, don't block"
But yeah, a bit good to put on an opponents creature if they can't pay red.
Obvious fixes: Make it a constant damage boost instead of fire breathing (+2/+0?) or make it "Enchant creature you control".
I prefer the latter of those; it combos interestingly with red's "Steal a creature for a turn" cards.
